You can add the town of Agen in South West France to your map. After ten years of experiment, all roads in the “cité” are now 30kmh except for “structural arteries”
More and more districts of Toulouse are becoming 30kmh, but progress is slow under the current mayor.
Some streets are 20 limit with pedestrian and cycle priority, although enforcement is very sketchy.

Those will not be speed cameras but Speed Indication Devices. The problem is not the 20mph limit but lack of enforcement. One could equally say what is the point of having a police force if they won’t enforce laws set by the community. That’s their job. We have recently published a press release and briefing on how local authorities may enforce speed limits.
